Amends Section 10-107 of the Illinois Pension Code regarding the Cook County Forest Preserve District's financing authority.

Allows the forest preserve district to use other lawfully available funds in lieu of all or part of the required property tax levy for the pension fund.

Maintains existing tax levy requirements and rates, with the district able to levy taxes on taxable property in the county to provide revenue for the pension fund.

Preserves the district's ability to establish manpower program reserves or special contribution rates for employees whose wages are funded under the Comprehensive Employment and Training Act of 1973.
