Disabled veterans and their caregivers are exempt from building permit fees for home improvements required to accommodate service-connected disabilities in counties, townships, and municipalities.

Exemption applies to improvements made to the disabled veteran's residence; applicants must still submit all required paperwork to obtain permits.

Home rule counties and municipalities are prohibited from regulating building permit fees in a manner inconsistent with these exemptions, established as a constitutional limitation.

Amendments added to the Counties Code (Section 5-12022), Township Code (Section 110-17), and Illinois Municipal Code (Section 11-13-28).

Effective date: January 1, 2021.
