IL SB2778

Adds "cyber attacks" to the definition of "disaster" under the Illinois Emergency Management Agency Act, enabling state emergency response protocols to be activated in response to cyber incidents.

Requires the Governor to delegate or assign authority to the Director of the Illinois Emergency Management Agency to manage, coordinate, and direct all resources during a declared disaster by orders issued at the time of the disaster.

Effective immediately upon becoming law.
