IL SB2781

Amends the Illinois Insurance Code to require coverage for treatment of cranial facial anomalies in newborn infant congenital defect coverage under Section 356c.

Requires individual and group health insurance policies amended, delivered, issued, or renewed after January 1, 2021 to cover outpatient and inpatient care for diagnosis and treatment of congenital anomalies or birth defects.

Coverage includes services to functionally improve, repair, or restore body parts in the cranial facial area necessary to achieve normal function or appearance, up to age 26.

Specifies covered services include reconstructive procedures, prosthetics, adjunctive dental and orthodontic support, follow-up treatment, and anesthetics provided by dentists with appropriate permits.

Excludes cosmetic surgery performed to reshape normal facial structures and does not apply to policies covering only dental care; coverage limits such as pre-authorization may apply if no more restrictive than other medical benefits.
