Eliminates deductibles for underground storage tank (UST) releases reported on or after January 1, 2021, except tanks not registered under the Gasoline Storage Act which face a $5,000 deductible.

Requires the Underground Storage Tank Fund to pay 2% monthly interest on unpaid amounts for registered tanks if full payment is not made within 30-60 days of application submission.

Suspends the 2% monthly interest payments if the Fund balance falls below $10,000,000 for 6 consecutive months until the balance recovers.

Accelerates payment timelines for registered tanks to 30 days for applications at or under budget and 60 days for applications exceeding budget, compared to the previous 120-day standard.

Effective January 1, 2021.
