Amends Section 13-202 of the Public Utilities Act to make a technical change to the definition of "telecommunications carrier."

Changes the phrase "and includes" in the definition by striking one instance of "and" and underlining another instance of "and" in the statutory language.

The section is scheduled to be repealed on December 31, 2020.
