Amends Section 8-101 of the Public Utilities Act concerning duties of public utilities and nondiscrimination requirements.

Makes a technical change to the language requiring public utilities to furnish and maintain service, removing a redundant instance of the word "and".

Reaffirms that public utilities must furnish suitable facilities and service to all qualified applicants without discrimination and without delay.

Clarifies that utilities may accept electronic payments or customer-preferred credit or debit card payments.
