IL SB2841

Amends the School Code Section 1A-4 regarding powers and duties of the State Board of Education with a technical correction to the word "The" in subsection B.

State Board of Education determines qualifications for and appoints the State Superintendent of Education under a performance-based contract linked to statewide student performance and academic improvement.

State Superintendent serves at the pleasure of the Board and may not serve as a Board member; Board sets compensation and establishes duties, powers, and responsibilities included in the performance contract.

Board may delegate authority to State Superintendent for actions adopted by board policy or ministerial in nature, but cannot delegate authority to nonrecognize school districts, withhold state payments as penalties, or make final contested case decisions.

State Board responsible for educational policies and guidelines for public schools pre-K through grade 12 and vocational education in Illinois, and must submit annual reports to the Governor and General Assembly.
