Amends the Public Utilities Act to prohibit cable and video providers from imposing early termination fees or penalties when they stop providing a broadcast station that was included in the subscriber's original service agreement during normal operating conditions.

Adds new subsection (l-5) to Section 22-501 establishing consumer protections related to broadcast signal loss without imposing contract penalties.

Applies to all cable and video providers in Illinois operating under various authorization types, including local franchises, municipal code authorizations, county code authorizations, and state-issued authorizations.

Maintains consistency with existing federal law requirements and does not expand penalties beyond amounts already specified in the Public Utilities Act for other violations.
