Prohibits bars, restaurants, and food-selling businesses from providing single-use plastic straws to customers unless specifically requested.

Defines "single-use plastic straw" as a disposable tube made from petroleum-based or biologically-based plastic, excluding straws made from paper, pasta, sugar cane, wood, or bamboo.

Designates the Department of Public Health as the enforcement agency for the ban.

First violation results in a notice of violation; subsequent violations incur a $25 fine per day of non-compliance, with all fines paid to the Department of Public Health.
