• Requires the State minimum wage to be paid to incarcerated persons working in correctional industries programs, work release programs, or work training programs in the Department of Corrections and Department of Juvenile Justice.

• Defines "work" to include any task assigned to an incarcerated person for which a wage would ordinarily be due, except for their incarcerated status.

• Authorizes the Department to charge businesses reasonable hourly rates for meals and housing of committed persons on work release, when applicable.

• Changes compensation language from "may" to "shall" receive wages, making compensation mandatory rather than discretionary for work assignments.

• Takes effect January 1, 2021.
