• Amends Section 1A-4 of the School Code regarding powers and duties of the State Board of Education.

• Makes a technical change to language describing the Board's authority to appoint the State Superintendent of Education, who serves as the Board's chief executive officer pursuant to a performance-based contract.

• Specifies that State Superintendent contracts must expire no later than February 1, 2007 and every 4 years thereafter, with the Superintendent serving until a successor is appointed.

• Clarifies that the State Board may not delegate certain powers to the State Superintendent, including authority to nonrecognize school districts, withhold state payments as penalties, or make final contested case decisions.

• Abolishes the Joint Education Committee on the effective date of this amendatory act of the 95th General Assembly.
