IL SB2937

Adds Section 22-89 to the School Code establishing gift restrictions for school guidance counselors employed by school districts in high schools.

Prohibits guidance counselors from intentionally soliciting or accepting gifts from "prohibited sources" (employees of higher education institutions, their agents, spouses, or immediate family members living with them).

Allows exceptions to the gift ban including: gifts available to the general public, items purchased at market value, gifts from relatives, gifts based on personal friendship, bequests/inheritances, and gifts under $100 per year from a single prohibited source.

Permits guidance counselors to avoid violation by promptly returning prohibited gifts or donating their value to a 501(c)(3) charitable organization.

Establishes criminal penalties of $1,001 to $5,000 for intentional violations by guidance counselors or prohibited sources.
