Amends the Higher Education Student Assistance Act (110 ILCS 947/5) to make a technical change to the Act's purpose section.

Reaffirms that providing higher education to qualified Illinois residents is important to the state and nation's welfare and security.

Establishes that financial assistance through scholarships, grants, and loans enables qualified students to attend public or private institutions of their choice in Illinois.

Encourages the Commission to offer reasonable and affordable supplemental or alternative educational loans to students, with priority consideration for those in need-based programs.

Promotes prepaid college savings programs and encourages employers to provide voluntary matching donations to employee savings through these programs.
