Amends the Open Space Lands Acquisition and Development Act to require that any portion of an advanced grant payment not expended by a local government within 2 years be returned to the Department of Natural Resources.

Allows the Department to distribute returned grant funds along with the remainder of the grant to local governments on a reimbursement basis.

Permits grants to be extended beyond 2 years if the grant funds have been legally obligated by the local government prior to the 2-year expiration date, allowing completion of approved projects.

Clarifies that the Department retains discretion to determine whether to grant extensions beyond the 2-year period.

Takes effect immediately upon becoming law.
