Requires qualified not-for-profit agencies for persons with significant disabilities that contract with the State for supplies and services to pay employees a minimum hourly wage at or above the State minimum wage established under the Minimum Wage Law.

Defines qualifying agencies as those that comply with Illinois not-for-profit laws, are certified as work centers by the U.S. Department of Labor or provide accredited transition services to youth ages 14½-22, and are accredited by national organizations or certified as developmental training providers by the Department of Human Services.

Establishes the State Use Committee within the Department of Central Management Services to facilitate purchases from qualified agencies, consisting of representatives from Central Management Services, Human Services, private business, and community-based rehabilitation facilities.

Grants the State Use Committee authority to request agency information, meet quarterly, review pricing, prepare annual reports, develop participation guidelines, and adopt strategic plans at least every 3 years to increase purchases from qualified not-for-profit agencies.

Permits subcontracts for State contracts with qualified agencies, subject to State Use Committee approval, with requirements that agencies make reasonable efforts to use other not-for-profit agencies as subcontractors.
