• Amends the North Shore Water Reclamation District Act and the Sanitary District Act of 1917 to authorize sanitary districts to immediately acquire rights-of-way during public health emergencies.

• Allows a sanitary district to access public highways, utility property, railroad rights-of-way, and other public property upon a two-thirds affirmative vote of its board of trustees determining an emergency affecting public health, safety, or welfare exists.

• Limits fees charged to sanitary districts for accessing third-party property to only reasonable costs directly related to reviewing work and implementing safety measures.

• Requires sanitary districts to comply with emergency notice provisions under Section 2.02 of the Open Meetings Act before convening to determine if an emergency situation exists.

• Takes effect immediately upon becoming law.
