Authorizes pharmacists to dispense up to a 12-month supply of hormonal contraceptives (oral, patch, or vaginal ring) under a standing order issued by the Department of Public Health Director or Medical Director, effective January 1, 2021.

Requires pharmacists to complete accredited training, conduct patient self-screening risk assessments based on CDC guidelines, provide contraceptive counseling and education, and refer patients to physicians when clinically appropriate.

Mandates group and individual health insurance policies and managed care plans to cover patient care services provided by pharmacists for hormonal contraceptive assessment and consultation.

Requires state employee health benefits, county and municipal self-insured plans, and school employee insurance to provide coverage for pharmacist-provided hormonal contraceptive services under the same terms as other required health benefits.

Requires the Illinois medical assistance program (Medicaid) to cover pharmacist-provided hormonal contraceptive assessment and consultation services at 85% of the physician fee schedule rate, contingent on federal approval or implementation using state funds by January 1, 2022.
