Requires the Illinois Pollution Control Board to adopt rules within 180 days mandating groundwater monitoring at all clean construction or demolition debris fill operations and uncontaminated soil fill operations.

Groundwater monitoring requirements must be designed to detect and prevent exceedance of the Board's Class I groundwater quality standards and include monitoring frequency, well location methodology, installation timelines, post-closure monitoring for at least 5 years, and financial assurance provisions.

Exempts operations where owners or operators completed post-closure maintenance before the bill's effective date and received written notification of permit termination (for debris fill operations) or submitted professional certifications and affidavits demonstrating post-closure maintenance completion (for soil fill operations).

Establishes specific monitoring requirements including groundwater well specifications reviewed by the Agency, remedial action procedures for standard exceedances, and requirements for closure and post-closure care with financial assurance.

Takes effect immediately upon enactment.
