Extends the deadline for the Government Finance Research Center to issue a water rates report for the Lake Michigan service area of northeastern Illinois from December 1, 2020 to December 1, 2021.

Extends the deadline for the water rates report covering the remainder of Illinois from December 1, 2021 to December 1, 2022.

Changes the repeal date of the water rates report section from January 1, 2022 to January 1, 2023.

Report must address water bill components, reasons for rate increases, affordability definitions, inappropriate rate-setting practices, state and local policy impacts on costs, challenges in economically disadvantaged communities, and opportunities for intergovernmental coordination.

Advisory committee includes representatives from state agencies, private and municipal water utilities, environmental justice and consumer advocacy organizations, and environmental planning organizations.
