Requires specialized educator endorsement applicants to complete at least 6 semester hours of coursework from an Illinois-approved educator preparation program and pass a content area test in their major field.

Permits specialized educator endorsement holders to teach in elementary or secondary schools in the content area matching their college major.

Sets the specialized educator endorsement validity period at 2 years with renewal eligibility.
