SB3006 Summary

• Increases Board of Higher Education membership from 16 to 15 members, with 13 appointed by Governor (requiring at least 6 representing public universities and 6 representing community colleges) and 2 nonvoting student members.

• Grants Board of Higher Education authority to require elimination of any program at a public university exhibiting a trend of low performance in enrollments, degree completions, and expense per degree.

• Establishes new evaluation requirements for programmatic expansions and new programs at public institutions, including findings on regional unmet needs, market demand analysis, competitive pricing, and impact on existing higher education infrastructure.

• Transfers all rights, powers, duties, and functions of the Illinois Community College Board and Illinois Student Assistance Commission to the Board of Higher Education on January 1, 2021, including transfer of personnel, property, appropriations, and collective bargaining agreements.

• Abolishes the Illinois Community College Board and Illinois Student Assistance Commission on January 1, 2021, with all references to these entities in state law thereafter referring to the Board of Higher Education.
