Amends the Firearm Concealed Carry Act to allow non-residents to carry concealed handguns in Illinois if they are 21 or older, hold a valid permit from a state with substantially similar training requirements, and are legal U.S. residents

Requires the Illinois State Police to recognize concealed carry permits from states with training requirements substantially similar to Illinois's standards

Mandates reciprocal agreements with contiguous states (Iowa, Missouri, Wisconsin, Indiana, or Kentucky) if those states recognize Illinois concealed carry licenses

Subjects non-residents carrying under reciprocity to the same laws and restrictions as Illinois-licensed residents

Grants a 90-day grace period for new Illinois residents to continue using their out-of-state concealed carry permit, with residency established by voter registration, obtaining an Illinois driver's license/state ID, or filing for a homestead tax exemption
