IL SB3036

Amends the Illinois Procurement Code to require all State agencies that purchase food through procured contracts to adopt policies permitting donation of leftover food purchased with State funds

Prohibits public entities from entering food purchase contracts with bidders whose terms would prevent donating food to food banks, homeless shelters, food pantries, or soup kitchens

Food donation policies must address daily food operations and one-time events, and include a list of nearby soup kitchens, food pantries, and other non-profit organizations that can receive donations

Requires State agencies to circulate their food donation policy to all employees and submit the policy annually to the Department of Central Management Services (beginning December 31, 2018)

Takes effect immediately upon becoming law
