Redefines "final average salary" for Tier 2 Chicago police officers hired after January 1, 2011 as the greater of: (i) average of highest 96 consecutive months within last 120 months of service, or (ii) average of highest 48 consecutive months within last 60 months of service.

Changes annual salary limit adjustments for Tier 2 officers from one-half of the consumer price index increase to the full annual unadjusted percentage increase in CPI-U (but not to exceed 3%), including all previous adjustments.

Sets surviving spouse annuity at 54% of the deceased officer's monthly salary at time of death (when officer had less than 10 years of service), and grants 12% of monthly salary per child to guardians of minor children, or 20% per child if no surviving spouse exists.

Applies these changes retroactively to all deceased Tier 2 officers regardless of service date, with protections ensuring survivor benefits are not diminished.

Amends the State Mandates Act to exempt the implementation of these changes from state reimbursement requirements; effective immediately upon becoming law.
