Adds contract schools operating under agreements with the Chicago Board of Education to the definition of "employer" under the Chicago Teachers' Pension Fund (CTPF).

Expands the definition of "teacher" to include educational staff employed by contract schools in positions requiring certification or licensure (excluding managerial, supervisory, and confidential employees) who are required to or elect to participate.

Mandates that contract school employees hired on or after the effective date in certified positions must participate in CTPF as members, unless they were employed before the effective date.

Allows contract school employees employed before the effective date to irrevocably elect to participate in CTPF for service accrued after their election date, but not for prior service.

Takes effect July 1, 2021, and exempts the state from reimbursement obligations under the State Mandates Act for implementation costs.
