Amends Section 1C-2 of the School Code concerning early childhood education block grants.

Makes a technical change by replacing "and" with "and" in subsection (a) regarding fiscal year requirements for block grant awards.

Maintains existing provisions for Early Childhood Education Block Grant distribution, requiring 37% allocation to school districts with populations exceeding 500,000 inhabitants.

Requires at least 14% of Early Childhood Education Block Grant funds be used for children ages 0-3, with minimum 25% of additional funding (beginning Fiscal Year 2016) directed to ages 0-3 programs until reaching 20% overall allocation.

Allows the percentage for ages 0-3 programs to be held steady if insufficient appropriations would otherwise reduce funding for existing preschool education providers.
