Prohibits homeowners' associations, common interest community associations, and condominium unit owners' associations from adopting bylaws or exercising powers that prohibit installation of rain water collection or composting systems.

Prevents deed restrictions, covenants, or binding agreements from prohibiting rain water collection or composting systems on properties subject to homeowner associations, though entities may establish location or design requirements for these systems.

Requires associations to adopt an energy policy statement within 120 days of receiving a request, detailing location, design, and architectural requirements for solar, rain water collection, and composting systems.

Mandates that applications for installation approval be processed within 90 days of submission, with the 90-day period beginning only after an energy policy statement is adopted if one does not yet exist.
