Ratifies and approves the Nurse Licensure Compact, allowing nurses to obtain multistate licenses that authorize practice in their home state and other compact states.

Establishes the Interstate Commission of Nurse Licensure Compact Administrators to coordinate implementation, create uniform rules, and maintain a centralized database of nurse licensure and disciplinary information across party states.

Requires nurses to meet uniform standards for multistate licensure, including passing NCLEX exams, submitting to criminal background checks via FBI fingerprinting, and maintaining active unencumbered licenses.

Provides that nurses practicing under multistate privileges must comply with the practice laws of the state where the patient is located and remain subject to that state's licensing board jurisdiction and discipline.

Prohibits Illinois from sharing nationwide criminal history record check contents with the Interstate Commission or other states for multistate licensure purposes, and specifies that the Compact does not supersede existing state labor laws.
