IL SB3068

Amends the Illinois Procurement Code to prohibit awarding procurement contracts exceeding $1,000,000 for mass transit facility construction, alteration, operation, repair, maintenance, or improvement to vendors receiving support from nonmarket economy countries.

Defines nonmarket economy countries as those identified under section 7781(18) of the Tariff Act of 1930 and designated as priority foreign countries by the United States Trade Representative in the most recent Trade Act report.

Applies restriction only to vendors subject to monitoring by the United States Trade Representative under section 306 of the Trade Act of 1974.

Clarifies that the provision does not contravene existing U.S. treaties, laws, trade agreements, regulations, or subsequent trade agreements between foreign countries and the State or United States.
