IL SB3072

Amends the Unified Code of Corrections to require that the first offense must have been committed when the person was 21 years of age or older for the habitual criminal statute to apply

Removes the previous requirement that the defendant be at least 18 at the time of the third offense for habitual criminal sentencing to natural life imprisonment

Restricts the third-time offender Class X sentencing provision to apply only when all three prior offenses were forcible felonies, not just any Class 2 or greater felonies

Adds a new requirement that the first offense must have been committed when the person was 21 or older for the Class X third-time offender provision to apply

Eliminates the previous exception that excluded Class 1 or Class 2 theft convictions (Section 16-1 of the Criminal Code) from the third-time offender provision
