• Establishes new qualification requirements for Gaming Board appointees, including one member with investigation/law enforcement experience, one certified public accountant, one business executive, and one licensed Illinois attorney.

• Specifies that Board members cannot have been employed by or received compensation from entities doing business with the Board or gaming/horse racing licensees within one year of nomination, and must publicly disclose prior gaming industry affiliations.

• Prohibits Board members from engaging in political activity and limits Board membership to no more than 3 members from the same political party.

• Clarifies Board powers to delegate investigative duties and approve contracts, and establishes 90-day timelines for Board review and approval of internal control submissions by licensees.
