Amends the Food Handling Regulation Enforcement Act to allow State-certified local public health departments to regulate cottage food operations and require registration certificates for approved operations.

Permits State-certified local public health departments to charge a registration fee of up to $25 (for a minimum one-year period) and inspect premises in response to consumer complaints or foodborne illness outbreaks.

Requires approved cottage food operations to display a certificate of registration at all events or at the point of sale.

Maintains existing prohibitions on cottage food operations producing meat, poultry, dairy (with limited exceptions), eggs, sprouts, cut leafy greens, wild mushrooms, alcoholic beverages, and kombucha.

Allows cottage food operations to sell approved products at farmers' markets or on farms where locally grown agricultural products are grown, provided all labeling and sanitation requirements are met.
