Amends the Environmental Protection Act to allow incidental sales of finished compost at landscape waste composting operations without triggering permit requirements based on agronomic rate calculations.

Removes the requirement that no fees be charged for accepting materials to be composted in order for sites with 10 or more occupied non-farm residences within 1/2 mile of boundaries to qualify for permit exemptions.

Makes technical corrections to citations and punctuation throughout Section 21 of the Environmental Protection Act regarding waste management and composting operations.
