Establishes an animal abuse registry requiring persons convicted of aggravated cruelty, animals for entertainment violations, or dog fighting to register with their county sheriff for 7 years following conviction.

Persons with 2 or more convictions of these offenses must register for 10 years and renew annually by December 31.

Creates the Animal Abuse Registry Fund, funded by registration fees ($50 initial, $25 renewal), with $2 per fee retained by sheriff for administrative costs and remaining funds appropriated to Illinois State Police.

Requires county sheriffs to maintain local animal abuse registries and forward information to Illinois State Police for a central registry accessible to the public via internet and telephone.

Persons who knowingly fail to register or provide accurate registration information commit a Class 3 felony (first offense) or Class 2 felony (subsequent offense).
