Creates a new category of foster family home called "host home," defined as an emergency foster family home supervised by a licensed child welfare agency that provides short-term crisis intervention services to youth in the Comprehensive Community-Based Youth Services program

Host homes may only serve youth who are not under the custody or guardianship of the Department of Children and Family Services pursuant to the Juvenile Court Act of 1987

Requires the Department to develop a licensing and monitoring system specifically tailored to the unique population and programming needs of youth served by Comprehensive Community-Based Youth Services

Assigns the Department of Human Services sole responsibility for developing and implementing training curriculum for host homes

Takes effect July 1, 2021
