Transfers the remaining balance from the Firearm Dealer License Certification Fund to the State Police Firearm Services Fund upon the bill's effective date.

Dissolves the Firearm Dealer License Certification Fund, with all future deposits and outstanding obligations automatically passing to the State Police Firearm Services Fund.

Redirects fees and fines collected under the Firearm Dealer License Certification Act (up to $300 for licensees without retail locations and up to $1,500 for those with retail locations) into the State Police Firearm Services Fund instead of the dissolved fund.

Authorizes the State Police to use the consolidated fund for firearm-related purposes including processing applications, background checks, LEADS system improvements, and investigations under firearm licensing acts.

Takes effect immediately upon becoming law.
