Creates the Sickle Cell Prevention, Care, and Treatment Program Act, requiring the Department of Healthcare and Family Services to establish a program for prevention, care, treatment, and education related to sickle cell disease

Establishes a grant program with highest priority given to established sickle cell disease community-based organizations and underserved areas with higher populations of sickle cell patients

Requires the program to increase access to healthcare, mental health resources, and pain management therapies, establish additional infusion centers, and provide free counseling to individuals about sickle cell disease and trait

Mandates a biennial study beginning July 1, 2021 to determine the prevalence, impact, and needs of individuals with sickle cell disease and trait in Illinois, including geographic distribution and identification of underserved areas

Creates the Sickle Cell Chronic Disease Fund in the State Treasury to be funded through appropriations, gifts, bequests, and interest earned, with exemption from standard special fund restrictions
