Amends Section 16-101 of the Public Utilities Act concerning the Electric Service Customer Choice and Rate Relief Law of 1997.

Makes a technical grammatical change by removing a duplicate use of the word "the" in the short title citation language.

Applies the Electric Service Customer Choice and Rate Relief Law to electric utilities and alternative retail electric suppliers as defined in the Article.

Preserves applicability of other Public Utilities Act provisions to tariffed services provided by electric utilities except where modified or supplemented by this Article.

Maintains existing provisions regarding biennial rate proceedings for electric utilities in 1998, 2000, and 2002, with filing deadlines and compliance requirements for Commission review.
