SB3120 - Uniform Electronic Transactions in Health Care Billing Act

• Creates the Uniform Electronic Transactions in Health Care Billing Act to standardize billing and reimbursement forms, reduce administrative burden, and increase efficiency in health care reimbursement.

• Requires all health plan carriers and health care providers to exchange claims and eligibility information electronically using standard electronic data interchange transactions compliant with the Health Insurance Portability and Accountability Act beginning January 1, 2025.

• Prohibits health plan carriers and health care providers from adding to or modifying uniform companion guides adopted by the Department of Insurance.

• Grants the Director of Insurance authority to investigate complaints filed under the Act; complaints must be filed in writing within 180 days of the alleged violation and must name the violating party and describe the specific acts or omissions.

• Directs the Department of Insurance to adopt implementing rules and establish exemptions by regulation; Act takes effect immediately upon becoming law.
