SB3121 Summary

• Capital Development Board shall develop and periodically revise a Statewide master plan for non-road infrastructure to guide program development.

• Board must coordinate planning activities with other State agencies and authorities and supervise infrastructure planning by other executive branch agencies under the Governor's direction.

• Board shall publish and deliver the master plan to the Governor and General Assembly by December 31, 2020 and by December 31 every 5 years thereafter.

• Master plan shall identify priority projects critical to the State's economic and general welfare, with emphasis on the immediate 5-year period and categorized by commitment status.

• Board shall provide annual reports to the Governor and General Assembly by November 1 each year detailing completed projects and award costs with project start dates.
