Amends Section 12-10 of the Property Tax Code for counties with fewer than 3,000,000 inhabitants.

Allows assessment lists to be posted on the chief county assessment officer's website as an alternative to publishing in newspapers.

Requires newspaper publication only in townships with newspapers of general circulation if the assessment list is not posted online.

Maintains all existing notice requirements to taxpayers, including information about assessment percentages, appeal procedures, deadline dates (30 days), and homestead exemption eligibility.

Requires the notice to include assessor contact information, Board of Review details, and an explanation of how assessments relate to tax bills.
