Increases the number of independent chief procurement officers under the Illinois Procurement Code from 4 to 5

Creates a new chief procurement officer position specifically for all procurements made by the Illinois State Police

The new Illinois State Police chief procurement officer would be appointed by a majority of the members of the Executive Ethics Commission, with Senate confirmation required

Chief procurement officers serve 5-year terms and may only be removed for cause after a hearing by the Executive Ethics Commission

Officers must become a Certified Professional Public Buyer or Certified Public Purchasing Officer within 12 months of employment and must reside in Illinois
