Reduces the soil phosphorus threshold for livestock waste application from 300 pounds to 70 pounds of elemental phosphorus per acre under the Livestock Management Facilities Act

Requires livestock facility owners to apply waste at phosphorus-based rates (rather than nitrogen rates) once soil phosphorus exceeds 70 pounds per acre, continuing until levels drop below the threshold

Authorizes the Illinois Department of Agriculture to set even lower phosphorus limits in specific counties if necessary to protect local waterways

Maintains existing requirements for soil sampling every 3 years using Bray P1 or Mehlich testing methods to monitor phosphorus levels in application fields

Takes effect immediately upon becoming law
