IL SB3157

Amends the Illinois Procurement Code to exempt public institutions of higher education from standard procurement requirements when contracting for investments, investment management, investment services, investment banking, and custodial services

Creates an additional exemption for higher education procurement expenditures related to bonding, bond issuance, and bond custodians and trustees

Applies to all Illinois public universities including University of Illinois, Southern Illinois University, Illinois State University, Northern Illinois University, and other state institutions, as well as the Illinois Mathematics and Science Academy

Adds these two new exemptions (items 10 and 11) to the existing list of nine procurement categories already exempt from the Illinois Procurement Code for higher education institutions
