Establishes mandatory sealing of eviction court files for foreclosure-related evictions, not-for-cause evictions, cases with agreed party sealing, and actions not resulting in eviction orders entered for plaintiff.

Allows discretionary court sealing of eviction files when interests of justice outweigh public interests, including cases where plaintiff's action lacks basis in fact or law, judgment is $1,000 or less, or prima facie defenses exist.

Prohibits commercial tenancy evictions and condominium unit evictions (with no tenant defendants) from being sealed, and requires automatic sealing of all other residential eviction files 3 years after initial filing.

Bars consumer reporting agencies from disclosing eviction information when no final disposition exists or court file is sealed, with violations constituting unlawful practices under Consumer Fraud Act with damages of $2,000 per violation or twice actual damages, whichever is greater.

Prohibits dissemination of information from sealed eviction court files and requires consumer reports to include full defendant information, basis for eviction, final disposition, and 100-word defendant statement if any sealed information is disclosed.
