Amends the Navigator Certification Act to subject certified application counselors to the same certification requirements as navigators.

Prohibits navigators and certified application counselors from engaging in unfair competition, fraudulent, deceptive, or dishonest practices related to health insurance marketplace enrollment or conflicts of interest.

Imposes late fees on navigators or certified application counselors who fail to timely file for certificate renewal, with amounts to be prescribed by the Director of Insurance.

Authorizes the Director of Insurance to establish certification terms, requirements, and exemptions by rule rather than specifying detailed criteria in statute.

Repeals Sections 20, 25, and 40 of the Navigator Certification Act and takes effect immediately upon becoming law.
