Amends the Environmental Protection Act to require water main-related appurtenances, including fire hydrants and valves, to be included in the EPA's written approval for water main installation projects.

Maintains existing requirements that public water supply owners submit plans and specifications to the Agency for written approval before construction begins.

Requires all new public water supplies established after October 1, 1999 to demonstrate technical, financial, and managerial capacity before receiving a construction or operation permit.

Requires community water system owners and operators to maintain all operation-related records, reports, and documents for a minimum of 10 years on or near their premises and make them available to the Agency for inspection.
