Restricts use of toll highway travel records identifying specific persons or vehicles to toll payment enforcement only, with exceptions for law enforcement to check license plates against stolen vehicle databases, outstanding felony warrants, and missing persons lists

Requires law enforcement to obtain a valid warrant before accessing any electronic toll collection data including location, date/time, speed, photographs, license plate numbers, or GPS coordinates

Mandates the Illinois State Toll Highway Authority discard personally identifiable information within 5 years and purge account information within 5 years after an account is closed or terminated

Limits use of toll collection information revealing date, time, location, or direction of travel to toll enforcement purposes only, while maintaining exemption from Freedom of Information Act disclosure

Preserves compliance with court orders or settlement agreements approved on or before January 1, 2021
