SB3170 Summary

• Units of local government and school districts with populations of 25,000 or more must maintain an Internet website and post specified information including contact details, meeting agendas, budgets, ordinances, financial audits, contracts over $25,000, and public notices.

• Meeting materials must be posted at least 48 hours before regular meetings, 24 hours before special meetings, and when practicable for emergency meetings; meeting minutes must be posted within 72 hours of approval.

• All local records required to be posted shall remain on the entity's website for 10 years.

• The Illinois Transparency and Accountability Portal (ITAP) must be capable of compiling and updating information from all school districts and units of local government within 6 months of the effective date.

• Creates an exemption in the Freedom of Information Act for records that a unit of local government or school district maintains electronically on its website to comply with the Open Meetings Act; exempts school districts operated by the Department of Juvenile Justice from these requirements.
